Not sure why it didn't just pop up outright to begin with.
Yes, it has done that for every single one of my playthroughs. Very annoying.
There are several ways to trigger it:
"About a day after returning Jake Estevez's pickup truck, V is contacted by Jake and instructed to go to a garage at the cargo station in Rancho Coronado, Santo Domingo. Once at the garage, V can get behind the wheel of their new Quadra Turbo-R V-Tech."
"The quest can be started manually by approaching the garage."
"If V failed to complete Gig: Life's Work, V will be contacted by Muamar Reyes instead and have to clear the area of Scavengers first before being able to take the vehicle."
