You can't craft weapon mods (you find them as loot or buy them in weapon shops), but you can raise their Tier level in your Crafting area...two identical mods make one mod of the next higher Tier...so never sell or disassemble weapon mods unless you _know_ you will never want to use them. I recommend just accumulating them...they have no weight and won't sell for much. Don't waste them however...never put a low Tier mod on a higher Tier weapon. Since they can't be removed, deploy them thoughtfully. I find it's better to leave a weapon unmodded rather than use a mod that doesn't do exactly what I want, in hope that I'll find exactly what I want sooner or later.
Weapons you buy and craft will have empty mod slots. Most weapons you pick up will often have inappropriate mods, and that sucks. There are game mods on Nexus that will allow you remove or replace mods, or will save mods when you disassemble a weapon. Right now I'm using a mod called 'Farm Is Dead' that removes any mod from a pick-up weapon leaving the slots empty.
The bad news is in the long run you will often need to track down a whole lot of lot of vendors to gather up enough lower level weapon mods to craft the better versions and you can't attach a weapon mod that is a higher level than the gun.
Also note that some weapon mods are locked behind your character's level, so may not be available right from the start of the game. The Swiss Cheese mod you mentioned is one of these, though the Vivisector is not.
You can't upgrade scope or muzzle attachments in this way however. Those you just have to hope you can find (either in a store or as loot) the better version.
Crafting components themselves (for the things that do need them, iconics and cyberware mostly) can be gathered from breaking down just about any and all loot you find.
Weapons (for most of the game however it's generally better to sell those), clothing, weapon mods (the ones you don't want) and all junk items (though keep an eye out for jewelry as those are better sold than scrapped and the auto scrapping option doesn't make such distinctions).
All crafting components can in turn be crafted up into their better versions.
Finally there's quickhacking components, used to craft (no shock here) quickhacks. These can be brought from stores that sell quickhacks or from successfully hacking access points.
thanks for claryfing that weapon mods like swiss cheese or vivisector can't be crafted, only be bought. i wasn't sure about it.
looting enemies in most of the cases does not bring a weapon mod thats needed, no matter wich color.
so the best way to get them are weapon shops, right ? not junk or any other shops ?
That's correct...although you will occasionally pick up some weapon mods if you are thorough in looting fallen enemies and loot boxes. Amanoob105 is correct in pointing out that you won't find some mods until you have levelled well up overall. Keep your eyes peeled for the Kneel shotgun mod...it's dynamite.

It saves time... in the unmodded game, you can farm the weapons shops, skipping 24 in game hours and going back, until you find the weapons mod you want. Or you can use the game mod linked above, and just buy them from the computer in your apartment.
Maybe that feels too much like cheating for you, which is fair enough and an opinion I respect. But for me, it's just a time saver.
