Yes you stop gaining main level at 60 but the traits you can still level no problems. I am 60 and still level them up.

Here is one I just made that gives max attributes and exactly the right amount of perk points for Cyberpunk 2.0 with Phantom Liberty. I did exclude the 12 perk points you can get from perk shards to avoid having extra unspendable perk points but if you don't want to bother with those or can't find them you can just edit this yourself to add 12 more to the total or just use console commands to give yourself the remaining points.
it gives 78 attribute points (85 minus the 7 starting points) and 204 perk points (226 minus 10 from skills minus 12 from shards). I think you miscounted 221.

I haven't fooled with SDPPL script files and just zipped up the edited PolarOpposite recommendation setting and forgot which of the 3 SDPPL to paste the setting's in
All's I know is that I have all the desired perks maxed after completing all fixer gigs and Cyberpsychosis gigs and prologue act 2
if I skip the fixer gig's and Cyberpsychosis gigs and go straight to phantom liberty 2 skill path's are full in the skill tree after completing Phantom Liberty
Well you may still want to mod based on goals and preferences, I'm just saying there's more that is leveled depending on finding shards and doing things that level your traits like engineering. I got tired of how op the ram quick hack system is so I just decided to level up cyberware and try to buff damage and other attributes to make it more challenging. But I could totally see someone wanting the power fantasy of maxing out everything and so it seems like what's also posted in here will allow that too!
I just want to max out everything. Literally everything. I'm trying to 100% it for a first playthrough, minus the endings(?) I'm going to fully mod my second, as I want to experience the base game first. But I also wanna actually be able to max everything out. Or at least freely move ALL my stats around. IDC at this point I need something lol.
