I also own the ultimate edition, I bought the game from the Steam store, and Liberty was delivered as promised.

Well that's impossible, you must be misremembering what you bought. Phantom Liberty came out September 26, 2023. As Draconifors mentioned, the Ultimate Edition package including Phantom Liberty didn't happen until December 2023. So you don't have Ultimate Edition. You'll need to buy Phantom Liberty separately.
Go through your account’s transactions and tell us what you really purchased on September 24, 2022. If your transaction history shows you somehow purchased the “Ultimate Edition” (literally impossible for the reasons listed by the posts above), I will gift you Phantom Liberty myself personally.
While on the steam shop after searching for the game, Cyberpunk 2077 Ult. Ed. is already owned on my account, and the only option beside it says/requires me to "purchase as gift"... Then, there is a separate option or dlc for purchasing the Phantom Liberty dlc. And whenever i click on the ultimate edition on the steam page from there, it shows the Phantom Liberty as its own separate dlc i can purchase, repeating above.
I honestly didn't even know i owned the Ult. Ed. until i saw the 2.2 update on steam and followed up on that, and eventually went to purchase the Phantom Liberty dlc because it was on sale, but i had noticed this issue. I just thought it to be unreasonable to pay for something unnecessarily is all..
