All info that says otherwise has been out of date since the 2.0 update (any advice from more than 2-3 years ago should be taken with more than a grain of salt).
The only real exception to this is the ripperdocs in Dogtown (PL DLC), who have a few iconics the rest don't. But otherwise the same rules apply, both in who has what and your level.
If you want to know what implants attune to what stats, the wiki is pretty reliably up to date on that area.
