You can go back and side with Song for the different experience ingame, but when it counts, side with Reed.
Even if Song is a liar, it's better than siding with the government. If you choose to side with Reed, Song ends up having her personality wiped and is used as a tool by the government for the rest of her living days.
Siding with Song does result in someone you might care about dying, but she gets to leave the government and her binds all behind, and live free. You open her cage and let her fly away.
(Of course, last time I said this, a few people got mad me and asked me "When does the game ever tell you to ♥♥♥♥ the system?!", showing some people lack even the most basic media comprehension...)
Also if you side with her, after you put her in the rocket, you have no idea what happens to her after that. She could've been absorbed by an AI on the moon.
Myers created a living weapon taping into the Blackwall, expecting it to be a ticking timebomb pointed at her enemies. Reed is a dog of NUSA, he would not hesitate to kill thousands of innocents, and would care even less about it.
Songbird is in a desperate situation, she is on the verge losing control, and if she does not get out, more than those hundred of innocents will be slaughtered.
I would say Songbird is the least ♥♥♥♥♥♥ person of this trio. Certainly the most sympathetic.
