It is recommended to do it before you finish the main story (meeting Hanako at the Embers), simply because of how the Phantom Liberty story rolls in between your quest. That's why you get called after finishing the Voodoo mission.

For your convenience: After you finish all side stories for everyone. Most importantly is to unlock all ending conditions so you can get any ending you want rather than having to start a new game if you messed something up.

To get both endings where Johnny is your friend, one from base game, one from Phantom Liberty, make sure you answer at his gravesite:

Johnny: "Listen, I know I f*cked up a lot of things."
V: "F*cked me up, too."
Some dialogue later...
V: "What do you want from me?"
Johnny: "Ahem. Is it too late to ask for a second chance?"
V: "Fine. But as far as second chances go, this is your last."

Also agree to go on the date with Rogue. You also might need to get the band back together.

None of your other dialogue with Johnny matters. It was meant to, but it was cut content. This is the only dialogue that matters for your friendship for the endings with him.

I didnt know this.
TBH it is best if you finish the vodoo quest, get the DLC intro quest and mix them up. Game feels less linear and much bigger if you do some vanilla content, DLC content and side content thrown together.

How do you do it after meeting Hanako? Just outta curiosity, because after doing the last quest you just spawn back to square one and you have to meet Hanako again. It doesn't matter when one plays the dlc, at all.
After meeting Hanako at Embers!

This is the way to go.

BTW, the DLC intro is quite long, and while you can save most of the time, it's nice to start it when you have a bit of time spare.

As soon as songbird calls you
I believe there is no right or wrong answer for when to start it. If you start it before you will get stuff from the DLC referenced in the main game. If you start it after then you will get stuff (especially later stuff) from the main game get referenced in the DLC
