Maybe I'll try just making him very rare, but I do drive in third person, so it'll probably always a be a bit odd with a disembodied voice suddenly making some weird comment (and since when is Johnny afraid of driving too fast? That comment in particular just doesn't seem to fit).
According to the patch notes, they state that he should have some percentage chance of spawning or not. We are not told what percentage chance that is, just that there should be a chance of him spawning, or not spawning.
That's not how it works in the game though. He always spawns, the only question is how long it takes. Sometimes he spawns in within seconds, sometimes it takes about two minutes before he does, but he always does eventually.
That's not as advertized, so either there was a miscommunication between the Dev's and the person who wrote the patch notes, or the feature itself is not working as intended.

he says something and V won't.. i do it myself XD (old habit from arguing with the tv and games on console.)
having said that... i duno how many different lines they used to have him say to us, so there might be bugger all for V to say other than

you could try the 'my V is alive' mod, this has V kinda..talk to themselves a bit. they react with swears and surprise sometimes. it might seem like V is responding to him then, i duno.
