To be honest, it's a slog because of how low damage Skippy is. I ended-up farming at the Pacifica beach and using hacks to "soften-up" targets to more quickly take them out with the gun.
This is incorrect: Skippy's quest is not time-based.
The first portion of the quest where you choose the fire mode does not. The second portion where you return it to Regina isnt based on kills from what I can tell. I hardly used Skippy after finishing the selector portion and it randomly popped up with the return quest.
Yeah, I could see the post mode-flip potentially not being kill-count dependent.
I literally completed this quest two days ago in one sitting which was one in-universe day (apologies to all those gang-members trying to have a nice day-off at the beach). So, it's definitely not time-based.

You first have to talk to Skippy where he forces you to choose a mode for him. Then you need to finish (kill or KO) certain amount of enemies with Skippy using that mode.
Once you have done so, you will get a phonecall iirc. Hint: he will get stuck in the OTHER mode once you finish the quest.
