Is this bugged? Is it even possible? Sitting in the corner, running around the Dogtown, nothing works.

If *nothing* works your game might be bugged and you should try reloading from right before you leave the building that starts that Quest.

On Very Hard, I ended up just leading Myers out on foot and never got in a vehicle. If you're a netrunner and happen to already have Iconic Memory Wipe, you may want to try that.
