You have to create cfg file to disable it.

If you google how to disable tta in cyberpunk, you will end up on that link anyway. Theres a part from it covering CP.
Cyberpunk 2077
Create (or open) the user.ini file that’s located in
<path-to-game>\engine\config\platform\pc
Add the following line and save the file/changes made to it:
[Developer/FeatureToggles]
Antialiasing = false
Note: Disabling TAA will prevent DLSS, FSR2 and XeSS from working.
Note #2: Disabling TAA introduces a lot of pixel artifacts on Screen-Space Reflections, which would have been blended with the TAA. Disabling Screen-Space Reflections helps get rid of this. Alternatively, if you have an RTX card, using Ray-Traced Reflections is highly recommended, as they really enrich the game's visuals.
Note #3: As of patch 1.3, the Screen-Space Reflections have become less grainy. However, they’re still very undersampled.
Note #4: Use this mod to disable the leftover Sharpening filter.

I personally see no benefit in turning Antialiasing off. The reason is very much visible in the screenshots provided by that mod. Plus the NPC appears still to be blurry in the face. My guess, such mod makes only sense with an upscaling feature like DLSS or FSR, which wake it become again creamy enough for looking smooth. But if in doubt, i prefer good performance and crisp textures over fancy light effect addons.
I can't speak much on behalf of texture mods and if they're causing some sort of visual anomaly, but I do know that if you could run SSR at Psycho settings, your picture quality would look so much nicer. More detailed, depth, reflective, right down to skin pores and the threading on clothes.
But only recommended if your computer can handle such a taxing setting. I experiment around with it every now and then and I can see the difference. Even sunsets look more dramatic because how the light reflections bounce off buildings and on the street (and all nearby objects).
Ultra tends to be the sweet spot for performance. But if you set it any lower, the image will begin to look more dull and flat in textures.
I don't know if any of this will help but, something to think about and maybe try experimenting with it to see if it actually makes a difference, despite tanking your fps.
Well, i dont see a benefit of having TAA on. Makes things blurry and anything 10 meters away is blending together, losing details. It feels like being shortsighted and losing glasses. I had to turn it off after first combat in tutorial mission.
Anyway, if its not TAA, i would try to change subsurface scattering
Also what are your pc specs? If you are running out of vram textures might not load properly. Do faces stay blurry even when lowering graphical settings?
But still way worse than in any other games like e.g. Far Cry, Dead Island or Dying Light. Cyberpunk has brilliant light settings, but the NPC faces are from the 2010th.
