Report a translation problem
Go into the game options, keybinds, check what it is. Also there's two different ways to sprint, there's a HOLD to sprint keybind and a TOGGLE to sprint keybind. I think it's the left and right shift buttons but again, check the keybinds in the options menu.
Try both the hold and toggle, it's possible your keyboard shat the bed, and make sure you aren't actually in WALK mode.
Some things to try before hand (in addition to above). These are attempts to reset your character State.
1. Sitting on your couch in your aparment.
2. Using Mirror and Change appearence
3. Visit Ripper Doc and Add/Remove some Cyberware (Trigger the Get out of the Chair Cutscene)
4. Fast Travel Terminals
5. Take the Metro and Stand by the door.
Most importantly Doublecheck you didn't accidently hit the Walk Toggle (check your key bindings for what it would be)
Edit: I remember something about deleting the inputContexts.xml (back it up to a safe location) and verifying game files. Its a very vague memory though, so if someone else knows anything go with them.
Edit 2: Oh and make sure you are not overloaded (Check weight in inventory).
Edit 3: Some other things to try garnered from others with this issue:
1. Switch weapons to Fist (KB: 4 or via Left Alt key select)
2. Draw a Gun and Aim down Sights.
REALLY good chance that's what's going on with the OP.
I know that Five Oclock Sniper rifle does it. Others may too. I don't know for certain but a Hammer Might also.
