There is a "Save Editor" mod on Nexus that allows you to go into your current (autosave) file and edit to have everyone be romanceable. The title of the mod should be "Save Editor (Project CyberCAT-SimpleGUI)"

Check the bottom of the page, author describes how to make Judy romanceable as a male V. There are also other mod from him that fixes male V and Judy animations also at the bottom
