are you on HDD? do you have 16+ gig of ram?
Telling you are on high end pc doesnt tell much, give the specs.
As designed with the engine, there is pop in methods used but normally, they blend out with your surroundings, making them less noticeable unless you focus on certain objects/buildings/npcs from a long distance and never take your eyes off them as you get in closer proximity.
This is generally the acceptable degree of pop in that's tied to the engine in order to make this ultra detailed city load within your active zone, without tanking your hardware.
There are mods on nexus that may help with some of this, as well as configuration inputs you can try (search google) to render distance objects a bit further away from you. But know that this configuration may bring adverse effects with certain objects (like duplicate signs, billboards overlapping).
From time to time, some textures may not load properly, but this could be reliant on one's hardware and how fast it's capable of deploying instructions so as to load textures correctly within some distances.
There was a moment when I was facing heavy texture pop in issues myself and only found out that my game was not running with high textures on in the main option settings. It happened when I was flipping through scalers and for some reason it lowered it. Once I flipped it back to high textures, it was fixed.
Not sure if you're in the same category, but just throwing it out there just in case.
Compared to vanilla game draw distance is improved and pop in happens further away so its much less noticeable
Open nvidia app, optimize your game settings with it and see if the popin issue persists after that.
