"Yes, but you'll likely want to put all the settings on minimal to keep it working."
Perfectly playable but I'd suggest playing at home with a charger nearby, in a public place with access to a charger or out and about but only with a very large portable battery which has a high enough output to actually charge your device while playing a game which requires as much power as it does. You'll need to use a 45W charger like the one the Steam Deck came with or else you'll likely only be supplying enough power to delay its inevitable death. Seriously. Even with optimizing battery life by limiting FPS, screen brightness and TDP I'm still getting about 1.5-2 hours out of the steam deck for Cyberpunk at best.
Runs well, don't expect much battery life. Excellent to play Cyberpunk in bed though.
I was going to get a Steam Deck until I saw my friends and it just wasn't powerful enough, now my friend also got a Legion Go. Steam Deck has better battery but sooner or later, you will be tethered to a charger also.
