TAkemura and the offf tv bug in Playing for TIme quest scene
Been real forgiving for quite a while with this games bugs. I tried several saves, even going as far back as redoing the SIlverhand flashback quest just before the Playing for time quest starts. And still, despite several loads and even removing certain mods like the TV off chance, and also ensuring all mods were up to date and all core support files are up to date, I still, on my second playthrough, have Takemura staring at an off tv, when the news report should play, locking me in the quest Playing for TIme.

IS there a way to correct this problem without restarting the entire game?

Install third-party mods, win stupid bugs as prizes.

I've never seen or heard of this happening before. Maybe that "TV off chance" mod works differently from how you expected?

This bug has been around since patch 1.6. I needed to replay the entire game to correct it. THe bug was not a mod issue. It affects tv's and audio devices like radios. While playing back up to the Takemura diner scene, there were more tv related bugs in the elevator of H10 and in the apartment. Before I continued on, I loaded an earlier save and tried again until I saw no issue, before proceeding to the quest of concern. Finally I tested the scene with mods on and off. The scene played well enough. And it progressed as it should.
It's been 5 years and it's patch 2.2 and still there are these game disabling issues, Awful coding job.

It is lmao. When you install any mod chances are parts of it gets baked into your save permanently so removing said mod will do nothing. That TV off chance sounds like the likely culprit.

Just did a search, the only mod I could find is "Radio Off-Chance" and this was in the description "WARNING:
- consider this mod wip or beta!
- tested on 2.13, i have not upgraded yet! should be fine on 2.2 though
- if the mod has turned a radio or other device off, it may remain off in that save-file, even if you remove the mod!
- if you change the percentages, you may need to reload a saved game
- unknown if quest-related radios are affected!"
I use mods too, but everybody knows that you use them at your own risk!
Maybe you can find some help on Nexus, that is; if it even has something to do with that specific mod.
Good luck!

Sounds like you spiked your save with a dodgy mod, ask on the forum for the mod you installed (presumably from Nexus)

Welcome to the world of modding games, it can be a minefield of testing, fault finding, weeding out dodgy mods, resolving mod clashes, even mod load order can cause issues etc. Good luck!

Basic tip though, avoid all mods that change base game files, unless you know exactly what it does, because sometimes there are few options to revert, outside of reinstalling, and often, saves made with mods will break once you remove the mod.

Nop, this is not happening on base game, this is 100% caused by a broken mod.
Alright, the save thing screwed me up. Informative. If radio-off could affect saves even after removal, then that could have been what happened. The mod itself is otherwise really good.
