What's With These Crystal Spike Looking Graphical Glitches On NPC Legs?

I can't find any sort of fix for this, even when as far as turning settings down to low and I still see these crystal spike looking graphical textures that sometimes covers my whole screen and always appearing near the ankles of random NPCs.

What exactly is causing something like this? The last thing I tried was actually doing a fresh install of 2077 and even on vanilla, i still get this issue.

So, you had mods at one time. Are you certain you cleared them all out? There's tutorial somewhere on how to dig out mods from all the nooks and crannies they can hide in CP'77. It's apparently not as simple as uninstall and reinstall. I can't locate it right now.

Only ever had one mod which is the Arasaka Cyber Arms mod and it's always been seemless, it was whatever the last update was that added Frame Generation and whatever the new resolution feature that this began.

I keep them turned off as it seems to reduce this glitch, but i still get it.
