need help trying to run the game

so i finally bought this game but i cant get it to work at all. i have everything set to low but the game wont even load. just gets stuck on infinite loading screen then crashes. if someone can help it would be appreciated

Your CPU is much slower than the i7, you don't have a listed GPU so I'm assuming you have Intel HD graphics which aside from RAM is why you can't run the game, you have 33% of the RAM that CDPR recommends.

Im sorry, but your System lacks the needed Hardware Core-Components to run Cyberpunk. Even the lowest Settings cant compensate for that.
As a crude anology, youre trying to pull a modern Battle tank..... with a Horse.

Unless youre planning to invest in a new Computer, i would recommend to refund the Game There is no Chance, that your System will ever start Cyberpunk.

Completely different games down to their engines, and Cyberpunk requires a machine that can process and render in a high level of detail regardless of settings because there's so much for hardware to have to handle

Just driving around you're loading in parts of the city which are being rendered in high detail close to you, reduced detail at a distance

REDengine is also such crap that they decided to drop it altogether and change to UE5 for future games

Tells me that the first Barrier is your CPU. Wukong minimal requirements asks for an i5.
While im curious how you can play that Game on high Settings with pretty similiar Requirements, the difference is the CPU.
Each CPU generation gets new Tricks and Techniques. i3 is closer to i5 than it is to i7.
Without digging through Documentation, i assume your System has not the needed processing Power to even handle the Booting(starting) of the Game.
Even if you somehow get pass this bottleneck, your PC will suffocate from all the Calculations, that is has to do to process Cyberpunk.

Had a similair issue with my old PC and Horizon Zero Dawn. Barely got to the Title Menu.
Had to force-kill the Game via Taskmanager and my System still had to shovel Data for the next 15-20 minutes until it was finally closed..... it was absolutely overloaded and stressed.
....that PC had far better Components than yours.

I really recommend to think about a new System. It doesnt have to get the newest elite components.... but atleast a CPU that wasnt released 2015 and was discontinued more than 2 years ago. In Computer terminology, some of your Components are ancient.

Look at the CPU requirements, they recommend a 12th gen i7s and Ryzen 7 7000 series for 1080p 60 FPS on the high preset, no RT. But with low end graphics like 2060 SUPER and 5700-XT.

Pretty much tells you how demanding the game is on the CPU, because it has process so much stuff going on, even stuff that isn't on screen, it's processing everything around you.

Cyberpunk 2077 doesn't even run well when you exceed the requirements, there's no way what you have will even manage. I'd say play it on console, but it's not worth playing on console, really; underwhelming experience without mods, and it's not like the ports run well, either.

Yeah... our PCs try to comply with our gaming wishes... even if it would mean that they burn and melt in the process.
Hmm.... cant speak for your Location, but i guess a System that can somewhat run Cyberpunk (Laptop or PC), will probably cost atleast 1000-1500, but this is only a guess. When i had the issue with Horizon Zero Dawn, i knew it was time for a new PC..... so i went to a PC Shop and told then "i would like you to build me a PC that can run this Game". Because of certain reasons, my individual Brick did cost me above 2.000 in the end.

Maybe there are other options to prevent the financial stress of buying a new PC.
..... eventually a Cloud-based Gaming service, but this will come with other issues.

mainly why i got it on pc. i cant stand playing it on console its boring. they should of added mod support but no because there a trash company. i have more fun playing starfield on console because of mods. i guess ill be waiting for my tax money to get a new pc because i cant afford one right now
