Nibbles not showing up? Deep into Act 2

The shard about "Feed teh cat" isn't showing up and I am way into act 2 already. Did something change? Or is it a random encounter?

Did you talk to Goro at the diner yet? If not, you have to talk to him first then the shard will show up.

I did, and there is no shard

there's a shard in a garbage can in the hallway opposite of the hallways that takes you to the garage near V's 10 h apartment

go to that hallway look for the data shard and then place cat food in the dish wait 24hrs and the cat should be near the cat food dish, pet the cat and it's yours

I went there. I am way past that point of talking to Takemura and the shard is not in the bin.

Alright, figured it out how to solve this. The shard was simply not there, but adding it in your inventory with the CET command "Game.AddToInventory("Items.q003_maelstrom_feed_cat_shard")" without the quotation marks adds the shard in your inventory and then I could place the cat food, even though the bowl was missing.
