Phantom Liberty to Cyberpunk is what HoS and B&W are to TW3. It totally meets the standard of a CDProject DLC and got seamlessly integrated into the main story line.

An expansion to the main game, which as a standalone is awesome enough, but with the DLC it gets further refined. The main story is more exciting, the gigs are WAY more diverse and unique and the characters are also very interesting, The lore and backstory are intriguing as well.

Main game 9/10
DLC 10/10

It's not really an either or.

Both segments of the game compliment each other.

I loved Cyberpunk and I loved Phantom Liberty. There were things I disliked in Cyberpunk and there were things I disliked about Phantom Liberty.

Which is better, I cannot say. A better question would be whether or not Phantom Liberty is worth it and in my honest opinion, it definitely is. Even at full price, because it adds 20-30+ hours to the game, a new ending and it opens up the previously inaccessible Dogtown and Orbital Air, new weapons, items, clothing and a new perk tree.

If anything, Phantom Liberty is more than just a DLC, it completes the game.

You're in for a treat with the expansion. It's amazing.

awesome gigs with real choices/consequences
killer soundtrack
new skill tree/weapons
amazing characters and story
great boss fights
multiple endings
best district in the entire NC with so much exploration hidden everywhere

Neither is better or worse. The DLC is consciously different in tone and setting and is amazing in its own right. It has a very different vibe to the base game at times. About the only bad thing I have to say about the DLC is that the opening scene starts off feeling a bit like a platform game and worried me for a while until I reached the world proper.

The Phantom Liberty EXPANSION takes a 10/10 game and turns it up to 11. IMO it feels more like a sequel to the main game than just additional content. If you like the main game, you'll love Phantom Liberty.

is that new skill tree only available if you go into the phantom liberty area?

You do have to enter the DLC area and do the initial missions there to unlock it, though. But after that the new skills and such is available everywhere, and you have access to vendors with special bonus items and such.

Playing PL at the moment it’s hard as hell on very hard difficulty. Haven’t even done first mission yet and feel like I’ve been in 32 firefights. Waiting to complete that mission so I can go cry back in my apartment and restock on food etc (using the dark future mod and dude needs rest).
I can see the appeal of the dlc it seems gritty and more action but base game I also enjoy just walking around and stuff.

Main game is bad... Phantom liberty DLC saved the game. Luckily they give you the option of skipping the main game because of that fact. You can play only the DLC.
