Smartframe - For the Ads and other graphics in the game?

I like the Smartframe in the apartments, I've added a few nice pictures.

Can we get the same ability for ads instead of having to use mods? Use our home pc to "access" the advertisement server and be able to change the ads?
Also for the small signs that you see on the sidewalks (like the rectangular one of the tree)

I'd like to see a "before and after" on the pc to see the exact change since some of the ads are animated.

I do have a few mods that change the ads, but they are a pain sometimes and guesswork.
