HELP: Shot By Both Sides - Elevator Problem

I'm stuck on the quest Shot By Both Sides in Dogtown for Phantom Liberty. I'm at the part of the quest where it asks you to take the elevator to the lower level.

When I go into the elevator the game points to, I don't have the elevator button for "01: LOWER LEVEL". The last button down for me is "GROUND FLOOR". No ability to to scroll the button screen and I've tried reloading from a previous save, but the Lower Level button never appears.

When I check Youtube walkthroughs, I clearly see the player in the same elevator but with the ability to choose the button that I don't have in mine. I'm stumped at this point and asking for help. Does anyone know if this is a progress issue, quest bug, or something else? Looking for a fix or a workaround if possible.
