"Happy Together" quest bugged?

So I recently began my most recent run and I wanted to do this quest early on.

After Act 2 began, I don't see the cops banging on the door. I figured they hadn't spawned yet, so I went through to finishing Act 2, but they're still not spawning.

I reverted to a save in the middle of the Act 1 Heist (farthest back save), replayed until Act 2, to no avail. I'm starting to think it's bugged and will never unlock for me.

It doesn't show as failed, doesn't show as in-progress... Barry is still alive I'm sure, but the cops don't seem to exist

I've played the mission before, I know which door is Barry's 😭

I restarted the entire game with a new V and Barry's quest appeared... I guess that previous run was borked somehow...
