Question about Panam romance

Is it still possible to romance her if I refuse to help her enact revenge during Ghost Town?

I was wondering this because I want to romance her, and at the same time I want the free car you get if you don't help her.

Romance in this game is a pretty slow burn. After this first quest (finding Hellman) just do what Panam wants you to do in future ones. Eventually, you'll get there.
