In vertical and interior spaces (no loading screens btw) CP77 is much larger.
Cyberpunk on the other hand, yes does have a smaller map but it is very densely packed with things to do beyond NPC sight seeing.
So to answer your Q, I personally think it is regardless of the smaller scope of the game as theres still about an equivalent amount of content within both games, and Night City can be a very immersive place once get into the game, just like San Andreas.
Oh, and this thought just occurred to me, got me reminenscing about when used to play online like a fiend with some friends. Once I unlocked that stealth helicopter, planes etc? Omg, like it just dramatically changes the time sink aspect of GTA V online right cos can zoom all over the places now in no time. Dont even get me started about that rocket bike, most love/hate ever had for anything in any game xD But like, so GTA V has an emphasis on more than just cars right, it needs that room to breathe therefore with its map or be pointless to have planes. For better or worse its only cars in CP, so really doesnt need a map that large either.
Because youre VERY wrong. Cyberpunk's Map is roughly 35% LARGER than GTA V.

Size isnt an important Factor how good a Game is - DayZ has a map that is bigger than Cyberpunk and GTA V combined..... and there are much, much bigger Maps.
Its about what you can do on the Map. And even if Night City feels smaller, dont forget that the Game is 3D, there are different height levels.
This is especially noticeable in Dogtown. Relatively small area, but with things to do and see on many height levels. But also the rest of the city.
I haven't played GTA 5 much (was a fan of GTA San Andreas way back, but couldn't get into the others), so I don't remember how much is done on multiple levels in that game world.
Yes. You get a whole new couple of km x couple of km area called Dogtown to play in.
