Personally I think this game still looks great even on lower-end hardware as long as you learn what the settings do. However, I don't think you're going to achieve the best performance at higher settings with your specs.

Yup. In a nutshell.
your computer overheating is a YOU problem..................not a game problem. Make sure your computer / fan / cooling vents, etc are dust free.
Quite a few reasons why your CPU might be overheating the game is not one.
If your CPU or GPU is overheating normally means the cooling is inadequate, what you can try is taking your CPU cooler off giving it a good clean and replacing the thermal paste or buying a better cooler.
1. buy a bigger cpu cooler, 6 or 8 pipe, I recommend deepcool which was banned in the USA but you can buy it off ali-express, their products are cheap and better than 95% of the competition.
2. use ptm 7950 instead of thermal paste. One application will last over a decade but it's very tricky to apply so buy enough for 2 or 3 tries because if you're a noob you'll mess it up. PTM performs close to liquid metal without being.... liquid metal, it's literally your best option and relatively cheap.
3. try undervolting, follow a guide, this will reduce heat significantly.
Also do not worry unless you are over 85C for a long period of time, CPUs aren't the same of yesteryear they can take a lot of heat now, but I'd try and aim for stable 80 and under as a high mark.
That's on you to fix, as it's your hardware issue.
Maybe change the old thermal paste? Clean the dirt out? That rig can almost vote so its probably time.
You see, your hardware has a certain performance range. The CPU can be run at up to 100%... of what it can be run.
A good application may be able to utilitze all of that, that the best case scenario. Requires quite some dev effort to get all the multithreading right.
Its your job as the system owner to ensure that you have enough cooling to run the system at 100%.
