Can't buy any new cars (they stay locked) from the 2.2 update

I have my street cred maxed out at 50. I am also not getting any miniquests (that do anything) from the car vendor guy and have also tried fast travelling and several other things but none of it works.

I have tried googling and looking for a solution on reddit but for some reason this issue seems to effect very few people.

If anyone knows a solution or has any suggestions, please help me out.

Do you have the DLC?
If yes, have you been doing any of the car stealing side jobs that kick off after they've entered the DLC area of the city?

The cars that are locked at level 50 need to be unlocked via the DLC side missions.
