So, if you've already started a playthrough, you can add PL mid-way through. It also works if you've beaten the game -you simply pickup before the Point-of-No-Return.
just remember to agree to meet the lady on the holo who wants you to meet her at the Dogtown entrance, when she calls you.
so long as you agree to meet her, you can then go to the entrance any time (provided you stay away from that area, so as not to trigger it starting) and play the expansion.
afaik you are not on a time until you actually see 'CDProject Red Presents... Phantom Liberty' on your screen.
then you got to do what she tells you, unless you want to ignore the main part of the expansion.
Here goes anyways:
Phantom Liberty is unlocked by pursuing the Judy/Evelyn questline from the base game. You can do this before or after pursuing other questlines as you please, but that's the one that unlocks it.
It's also possible to start a new game, and then skip straight to the Phantom Liberty content.
If you do this, the game will start with you having completed the Kompeki heist, and the Judy/Evelyn questline, but nothing else.
It will start you as a level 15 character (which seems a bit low to tackle the DLC), with a basic set of Cyberware and guns, and you can then jump straight into the DLC if you want to (though i woulden't recommend it, doing the DLC at level 15 is very ambitious, i would recommend leveling up a bit more first, and getting some better Cyberware aswell).
