On top of the above it also adds a huge number of new clothing items, new chrome options, a large number of new vehicles a great deal of which now have rockets installed, a store that exists just so you can get your hands on any iconic weapons you may have missed, its own massive questline, all iconics, normal weapons and chrome can get another two levels of upgrades, new side jobs not all of which take place solely in Dogtown and there's even a few mini-boss areas all with a "treasure room" at the end of them (yes you can stealth all of it, but the final bosses can't be taken out with a headlock).
TL:DR
If you enjoy what the game has become then it's worth your money.
The Storyline of the DLC starts later in the main storyline anyway, so you can without a problem play act1 and see if you like the game as it is now. If it isnt the DLC wouldnt change that, I guess.

Yeah I played around a bit in the base game yesterday, game feels way better than it did on launch. I was actually having fun!
