All you really need is to ask Steam to only "update on launch", and then launch the game from it's .exe file directly, so it never updates without you meaning it to (and yes, you can do that, not all Steam games allow that, but this one does).
The reason for this is that patches tend to break mods, so if you're running a modded game, you don't always want the game to update. Atleast not untill all your mods have been updated for the latest patch.
Other than that, just install mods manually, it works just fine.
I have about the same amount and I always drag and drop my mods into the steamapps >common >Cyberpunk 2077 folder

Only rarely does a mod change it's file structure so that you have to remove the earlier version instead of just over-writing it. And they tend to put up a big notice about it.
I just want to wear the Outfits the NCPs have and change the color of my favorite Vehicle: Emperor 620 Ragnar. ^////^
Manual placement still becomes a reality even then, especially if you're the type of person to swap in and out different kinds of things for character creation. Archive Conflict Checker becomes your best friend after a certain point. (Spare your mod creators the headaches of nexus posts about "why this no show up" and learn how to properly sort mods @_@)
