Im not 100% sure actually. She appears in-person in the big gala during the Phantom Liberty storyline. I dont think you can start blasting though, but Im not 100% sure.

Why would you rationally want to? She provides a different perspective on the game's current events including the first warning that The Heist is a bad idea... Which also goes to show how terrible Dexter is at his job.

PS according to the Wiki I use she is listed as alive instead of dead, or dependent so that is highly likely no.

is she the one who makes the microwave joke after the EMP story mission loading screen? if so she is one of my least favorite characters in the game and would love to be able to improve night citys news by eliminating her

Many of her Info flash blurbs are meta double talk. The one about "The Whale" is saying hay Saburo Arasaka's equivalent of Airforce 1 is in town... WTF! The one about the Microwave was saying hay this isn't a problem for us rich people, but we have to remember some people need their power for basic stuff as we set it up that way.
