question about voice actors.
do characters that speak both english, and thier native languege are the same voice actors? for example takamura or hanako, i do feel like thier english is a bit more akward, but thier demenor changes with the native languege, so not sure if its 2 actors or 1 actor doing both.

Maybe a few of them, but i think most of them are different actors/actresses.
Takemura is voiced by Rome Kanda and Hanako by Alpha Takahashi, who are both Japanese actors.

I think their English perfectly fits as it's supposed to emphasize their Japanese origins. As for their demeanor, if you mean how authoritative the language sounds then it's normal.

All languages are different in terms of tone, so while English may sound peaceful, Japanese may sound commanding, French may sound erotic and Slav languages may sound like angry Klingon. In truth though it's just the tone and the way a language is perceived to the non-native.
The only voice actor that does not change is Saburo Arasaka, as they decided to keep his language Japanese with subtitles for their own reasons.

just asking about voice actors that speak both english and japanese since i do see 2 entries for the same character, wich make me wonder, why have 1 japanese VA do english and another diffrent VA do native languege when one can do both, unless that entry is for non english VA.

That probably doesen't apply to the German/French/Russian/etc etc dubs though. It's hard enough to find talent that is bilingual, let alone tri and above.
okay, so i took a look at diffrent dubs, takamura in japanese is a completely diffrent voice actor, wich i find strange because, you alreadt had japanese/english person doing him in the english dub, so why couldent that same person also do the japanese dubs? i also assume its the same with hanako, unless japan have some kind of rules with voice actors need to be local talent, it seems strange to me.

like, why couldent rome kanda also do takamura in the japanese dub considering her did talk in japanese in the english dub? why completely replace him with tsuyoshi koyama? not that i have anything against him, just why 2 diffrent actors if both can do the same native languege?

I've been studying Cyrillic languages (among others) for the better part of 5 years and never thought they sounded angry. To me it's always sounded... slushy. Almost like a smoother Farsi or Arabic language. English is my first language though so, that may be why.

German sounds angry to me. A lot of hard phonetics within that lexicon.
