Yes that's the point. I just have 12 in intelligence and obviously I don't have the perk, so I shouldn't be able to craft that quickhack... but honestly it's ok, at least it doesn't break the game too much and I can just not craft it if it feels wrong.
So did you actually craft it yet? Lets see what happens
(Compare to the tech tree where perks are needed to craft certain rarity items and certain skill levels unlock recipes.)
Yes I was able to craft it, although as I said I'm not sure it's intended.
Well I know that you can unlock crafting recipes for various items by increasing the creation ability, which you increase by crafting or scrapping other items... however if you don't spend skill points to craft higher rarity items, you still can't craft those items, even with recipes. But this thing has to do with the tech tree. In fact if I'm not wrong in the intelligence tree you can't unlock magically quickhacks recipes by reaching a precise level like in the tech tree: you can just unlock and get the skill to craft those quickhacks, but it shouldn't unlock any recipes, which you have to get in another way... unless I'm wrong.
