Can't break into Dr Fingers office on "The Space in between"

I remember it was possible on the 1.0 version but I can't seem to do it in 1.6 eventhough I have 20 strength, it just says Open [authorization not found] now
The only thing I did differently was not call Judy before going to Fingers so does that make a difference? Doesn't make sense not calling her disables me from ripping his door open
