Unable to find / start Gig: The Man Who Killed Jason Foreman

Anyone know what the prerequisites are for this Gig to become available? I've never completed it nor seen it's marker on the map. When I go to the location, I never get contacted by Mr Hands.
I keep completing other gigs in the hopes that it will appear (finished all of the cyberpsycho gigs), but it's still not showing and i'm getting concerned that it's bugged.

Have you advanced the PL main quest at all? Several Dogtown gigs are gated behind main story progression; IIRC, you have to have finished the party infiltration mission before this one unlocks.

Ugh this is so ironic; right before the Heavy Hearts club mission (Get It Together) is when I stopped dog town and started doing other missions to try and complete assumed conditions/prerequisites.
Thanks so much for giving me the answer, I looked all over online and couldn't find any guides that mentioned what the prerequisite mission to be completed was.
