Lizzie's bar disappoints me
The lady at the front tells you can you order a BD but then after a bit of searching online, turns out that you can't do BD's outside of specific story mission.

Feels lame that you can't buy a BD and watch them whenever.

part of evelyns quest early on has you purchase a BD from a shady guy under a bridge. you can buy more than the quest one, but you still cant use them. just filler loot, really.

I suspect it was never going to be a feature, lot of work for them.

As for the bar, its storyline functional.
