Please check again if it is set at disable while no one game is running on the background. Eventually restart PC.
Steam input is fine for old games, but should not be used for modern games.
Or, when disable didnt work for you, even you tried it again after my comment, then force to enabled (so not disabled, not standard).

Steam settings > Controller > PS controller support off, CP 2077's specific controller settings "default" , that should work.
Also, it is due to a steam update. The gist seems to be: They changed something, in theory controller support got better, but now every game dev needs to set a flag on their game(s) if they natively support PS controllers.
if you booted this game up on GOG it just wouldn't work on a playstation controller, this is why I only use steam
also the game has never shown playstation prompt buttons

Not sure why some of the people are trying to say it never showed PS prompts, it always has for me. I only started playing after the 2.0 update though so can't vouch for the original version.
I plugged in my PS5 controller to try driving, and voila! rumble of engines in my hands! PS5 icons on screen!
Next time I booted up, it was showing no PS5 prompts, and no haptic feedback.
I disabled Steam controller support, and I'm back to showing the controller in setup, correct icons etc, but still no haptic feedback after that first time.
