Report a translation problem
It is a gag weapon with a brilliant joke. A joke along the same lines as one from Lord of the Rings "It comes in pints?... I am getting one!" "but you got half already!" In other words drinks come in half pints in the Shire. I digress the joke in Cyberpunk 2077 if you put it together with the Plan B, and Vic's "small caliber" comment is that Dex didn't have enough money left to shoot you with his own gun properly. See Plan B clearly isn't small caliber, and actually excels in head shots so there are only 2 logical solutions left, and that is the funny one.
Risking spoiler territory here.
Technically speaking, the gun did work and kill us, it is good at headshots after all. It's why the Relic kicked in.
So he spent his last Eddies to shoot us (and it is assumed his bodyguard). But was presumably left quite broke when Takemura turned up.
