support FSR 4

please support it, i have a RX 9070xt

I think there is a force fsr4 toggle in the radeon controls similar to forcing dlss4, but dont know if its actually setup that way.

Keep in mind Cyberpunk is Nvidia sponsored. So it may take a while for them to properly go through AMD's validation process for full on fsr4.

Plus fsr4 only works on the AMD 90 seties cards, which are in very low quantity still.

You can only enable it using Optiscaler

Unfortunatley the driver-level setting works only for games with FSR 3.1 support, and Cyberpunk has only poorly implemented FSR 3.
