Never Fade Away bug
At the Atlantis Club and after killing the initial Arasaka goons, I call the elevator but cant get Rogue and Santiago to enter it. I can go down to the lobby and walk around a limited area and the two appear down there beside me, but the quest wont advance, I think I need them in the elevator to flag it. I tried to reload autosave trick that seemed to work for everyone else but no dice.

just had this issue as well. if you are using mods open vortex, ctrl+A and disable all of your mods. load the save and complete the mission. then save and re-enable your mods after.

never fade away elevator bug
cant get the elevator to call. literally game breaking nothing I have done works, even started a new playthrough ahhhh
