"Pulse" the accelerator. You're not using a controller stick so you cannot increment your speed as you would with a controller instead press the W key until you reach your desired speed, then take your finger off the ley, allowing yourself to coast for a short time, then press the W key again. Keep doing this in a kind of 'pulse' pattern - tap, tap, tap... like that.
When driving through heavy traffic slow down to match the speed of other vehicles unless you have clear room to overtake.
Watch out for junctions and be aware of traffic flow from both directions.
Above all, slow down, don't drive too quickly.
I've seen countless Youtube videos of people driving like absolute maniacs in this game, never taking their foot off the accelerator, smashing into other cars, mowing down pedestrians,, crashing into walls when cornering and never seeming to learn the basics of driving a car - which is baffling given they'd never drive like that in the real world (or so it's to be hoped.)
The same people then complain about car handling, as if the very notion of slowing down is a strange, alien concept to them that they never considered.
When you press left or right, the wheel doesn't turn all the way immediately, it takes a little time. So if you tap-tap-tap left or right, you can roughly approximate the analog steering on a controller. You get used to it.
This in addition to the options menu to play around with sensitivity of vehicle controls until you become good at driving.
As in, only run over one street light or person every 3-4 minutes. :D
The problem is Cyberpunk vehicles are fully capable of going 150 MPH or even above 200 MPH. They can do this without the player feeling they are going that fast. That is a hard speed to make a quick turn on. Is the vehicle handling in this game wonky? Yes. However it is severely mitigated by driving as a more reasonable speed, and getting better cars. Yes not all cars handle the same those big ticket cars usually are worth it.

It was really annoying at first. Learning by using a bike helps a lot for the first few dozen hours.
After that it was just a case of finding the right sort of cars, some are a lot easier to control than others (and some others were just near uncontrollable).
As mentioned in the above comments, one of the best and easiest cars to drive is the Rayfield Caliburn (a.k.a. the Murkmobile).
Also figuring out that the traffic in this game, just so long as it's moving at the time, actively wants to avoid you and will constantly try to move out of you way. Turns out the easiest place to drive is the middle of the road.
2nd vote for playing with the steering sensitivity sliders in the controls, if you're constantly over steering; you can try the tappity-tap-tap since we don't have analog controls, but it's something you have to learn, just like learning how long to leave the key pressed to achieve the turn you want in your mind; the more you drive the better you'll get at it, which is common sense, so just stick with it. eventually you'll be able to take the outer loop roads for multiple circuits at top speed, weaving traffic like a pro, without ever hitting anything. you'll also learn what cars you love and which you hate, and try to avoid driving at all costs, much less combat in them,,, much less timed, in-combat, and without too many scratches at the same time. oh yeah, that's a thing.

Its not even a mod that changes vehicle physics, I dont think that neccessary. But it allowes you to define a steering sensitivity per vehicle, and that pretty neat.
(it also allowes you to change the position in the vehicle when driving in 1st person view, which I think is necessary if you want to do that).
The biggest issue you get when driving (with kb+m) is that the steering sensitvity is waaaaay to high by default. Which gives you the "For me, the driving controls are stunningly oversensitive."
Default is 1.00. I use 0.15 (but I use this mod to make some fine adjustments for certain cars).
Appart from that, there are just two things to keep in mind to enjoy driving:
a) Break before the corner, not in the corner. The way you learn it in driving school. Many arcade racers (gta/nfs) use a simple trick to make driving easier: When you brake while cornering, you corner harder. Thats of course completly unrealistic. CP sticks to physics here. When you break in the corner, the car will break out (at least if you do a full break, and if you use kb+m there is only full or nothing).
b) Pick your ride with some care. Its tempting to use the biggest, baddest, fastest, strongest ride. But these are hard to control. Especially if you always give full power (and if you use kb+m there is only full or nothing).
Be extra weary of high powered rwd cars, these are infamous even irl when you have an actual accelerator pedal.
The Avenger (rwd, 1000hp) is my favourite car in the game, but its a pita to control. Totaly worth it though.
The Turbo-R is bad. Rwd, 500hp.
The Riptide GT2 is... undrivable. Rwd, 800HP. Something is just wrong with this one. Stay away.
Start with someting more benign. Try to stay away from rwd, go with fwd or awd. Try to stay below 400 hp for the beginning.
Coincidentally, your starter car is super easy to drive. The Archer Hela has fwd and 225hp. If you cant drive that one with proper steering sensitivity, then I cant help you.
This really is the secret tbh.
Some cars handle a lot better than others, but mostly it comes from taking corners way too fast. I haven't tried out many cars from my long catalogue, was mostly using the two Porsche 911 variants, but I've recently settled on the Caliburn. It seems to corner quite well and has some of the best, if not the best, top speed and acceleration.
Off road... just about everything sucks.
Apollo's Scorpion bike aint bad for offroad actually. Handles pretty well and feels solid and not quite as floaty as Jackie's Archer.
You'd think that The Beast and The Hoon would be perfect for offroad but no.... The Beast feels like skates on ice and the Hoon steers rather like a hovercraft.
