I mean... you can READ what it does by hovering over the Perk.
First, and the main and chief reason for taking it. A solid +50 of Cyberware Capacity. Whatever that one piece of cyberware you've been wishing you had room for is, you can now shove it in there with room to spare.
The second lesser reason to take it is for the frenzy state that gives minor boosts to damage and crit chance/damage that sometimes kicks in, if it feels like it. Personally I find it tend to kick in right after I killed the final enemy of a fight
Technically there is a tiny reduction in overall health for making use of that cyberware boost (0.1% per point of bonus Capacity used, maxing out at 5%), but I guarantee you won't notice a difference.
This perk is an automatic must have for anyone that likes shoving as much chrome in their bodies as they can get away with.
The Frenzy state is just a fun bonus and neat callback to the anime.
