I think I got this on occation with a tech rifle when charging it, I even had 3 heads in a line when they charged me in an alley. lovely red fountains. but then, I totally play this game as a gunslinger so I lost counts on heads blown off lol

Kay going to craft the tech sniper rifle called Breakthrough I have the schem for then do like the vid says.

I did it but differently than the vid. I just found a couple of police standing around on a street corner about a car length apart and it took both their heads off no problem after charging the rifle shot.
Thanks all, so the hardest part is just knowing to use a tech rifle and charge the shot.

nah, it's pretty easy to pull off. I'm pretty sure I did it with Overwatch. I just found a small cluster of 6th Streets, where 2 of them were standing near each other talking. First try, pop, achievement done. Though I would suggest quicksaving right before, as sometimes they will sway their heads and throw off the alignment.
