Is the translation system glitchy?

I'm only a few hours into the game but can't get a handle of when foreign languages are supposed to be translated. It seems like the first phrase Jackie says in Spanish after I load a save will be translated in the subtitles but after that they all stay in Spanish.
Then I go to the bar in the hotel of one of the first missions and a guy that looks like Hideo Kojima is speaking Japanese and there's a translation being given above his head. Meanwhile the receptionist at the hotel spoke some Japanese and it didn't translate.

I honestly never heard about this issue. interesting !

The guy is meant to be hideo komija for real though. it's an easter egg.

So are all of the captions supposed to be translated for any non-english language spoken? I thought it was so cool when I saw the Spanish Jackie spoke switch to english but it seems totally random if it happens or not

From what i recall, that effect only happens in the very beginning, to "introduce" that you have some kind of implemented chip that translates any language into yours.

from there on, if i recall it correctly - and i'm also playing in another language (german) the main characters speak in your language. only NPCs speak in their language (for example japanese or creol) then you will have that subtitled into your language.

Ah ok. I was just playing a bit more and it seemed like the translations were working. I think it doesn't translate short, slang phrases like when Jackie swears so that might be what I was seeing.
