On the quest Ghost Town you will need to go with panam and kill the other Wraiths.
Queen of the Highway If you did not kill nash in Ghost town quest he will attack the nomad camp where you can kill him

I already did the quest but I don't have the gun.

I already did the quest but I don't have the gun.

Then you didn't pick it up, it's not automatically added to your inventory.
Either reload an older save and redo the fight with nash and the wraiths or head back to see if it still lootable.
