A good correlation would be with V's default car after Delamain smacks into it. V has to do the entire questline in order for Delamain to repair the vehicle and send it back to V. So if this unlock DLC was available for it, it would probably have the vehicle repaired as soon as V talks to Delamain at his HQ.
I assume something like that will be the case for the Vigilante vehicle, where those who own the DLC won't have to do the entire questline or won't have to wait X amount of days for it to become available.
I ride Jackie's bike until I can get a Coyote and never touch any other car again.
