There aren't "countless" mods to imprpve on it, but some make the driving better. None make it slick *sigh*
Yes on both counts.
Stay under 90 in the city and brake for corners. Do that and handling is actually rather nice.
The main issue as someone pointed out to me a while ago is that the perception of speed in game is weird so people keep trying to corner at 120 mph. Watch the speedometer and stay at practical speed and your rides will handle much better.
Trailbraking helps a lot as well.
I am absolutely 100% sure that speedometer is a part of UI in the bottom left corner of the screen if you are driving in 3rd person.
Never even played it.
