Interestingly, there have been threads from people saying "I did everything, and I'm still not maxed, why is the game so stingy with XP!?!?!" Right alongside "I maxed out my level by halfway through the game, what's the point" threads. So, yeah. :D

That surely is exaggeration. Well, it also heavily depends what they mean by everything. If they expected to hit max level but didn't do any of the NCPD/blue side jobs then I'm not surprised. I'm nowhere remotely close to completing all the NCPD / blue side job stuff but in fairness, I have completely the vast majority of the yellow side jobs. (Game is in Mandarin so I'm not sure of the exact English name)
(I suggest if you want to use these mods tick the box in Respector to not carry over Iconic weapons and quest specific items - although doing so will not break the game, just better in my view to acquire those naturally during the course of a new play through...)
I have done endless replays with these mods, never had a single issue. If you bump up incoming damage by 10-15%+ (using Level Scaling and Balance mod) on Very Hard mode, you will have plenty of challenge as well...
