skippy is unique and you can upgrade him by using him to a extent but it does fire on its own when aiming sometimes. he has a kill mode that aims for the head and works pretty well.

Each weapon type requires some study to use to its greatest potential. I find the Smart weapons are great for some things, but often take so long to kill one enemy that his pals will shoot me in the meantime.
If you are being shot with a smart weapon that means you are using it incorrectly.

Here's proper Smart Weapon Technique
I especially didn't notice how little damage the smart weapons cause versus other weapons and the way they go through ammo (then again I'm such a bad shot generally, I probably burn through similar ammo with other weapons without actually taking anyone down lol). I also got a smart weapon sniper rifle which was hilarious, but took like 5 minutes to load, so I felt that was kinda balanced.

Just get the Fenrir....best SMG hands down and burn the whole city to a crisp.
If you want to have a challenge go for stealthy gameplay with silencer with you revolver of choice but to be honest at a certain everything becomes so op. V is just the most broken character in NC.
"Any melee build works best for Sandevistan. You can move fast while the Sandy is active but the guns fire at normal speed, so you can often get more done with melee before your time expires. As others mentioned, you will lose time with Mantis blades if you trigger executions so best to leave them unless you have the non-lethal kiroshi mod.
Pro tip for Sandevistan build: Increase your tech ability to 18 for legendary crafting. Once you reach 15 Reflexes, you can purchase the Qiant Sandevistan Mk.4 (Slow to 25%, 12 sec duration, 15 sec cooldown) from Fingers in Japantown. Then buy the Sandevistan Heatsink crafting spec from the Ripperdoc in Arroyo, build three legendary versions and equip them (they reduce your Sandevistan cool down by 4 seconds each). Your cool down for Sandevistan is 3 seconds.
If you also have 18 Body (and 43 street cred) you can buy legendary Bioconductors from the Aldecaldos Ripperdoc which reduces it a further 1 second.
If you get to 18 Reflexes, buy the epic Nanorelays from the Ripperdoc in Arroyo. This will extend your Sandevistan time by 2 seconds.
With all the above equipped, you can activate your Sandevistan to slow time to 25% for 14 seconds, 2 seconds cooldown, and then activate again." -Some Guy
