Either there is a massive enemy dps multiplier in effect, or something went very wrong with the Defence stat.
What I do for that guy is in the room before him you kill the guy near the wall, sneak to the right and hack the light through the small hole in the wall. He goes and looks and you sneak behind him and stealth kill him. . He has always been hard to kill one on one.
Yeah I think there is a bug with HMG's where regardless of difficulty or lvl you are at the HMG weapons are set to player using it lvl 50 damage numbers. That HMG guy at the start of the game though is kinda easy to kill. I know you wana go rambo but what if there is another rambo who has a much larger gun? Just use a little cover and be more like John Wick (insert Keanu Reeves memes here) where you go from cover to cover or poke your head out for just a sec, shoot through some softer cover ect.
Or you can just use flashbangs.
Even after 8 or 9 playthroughs, I don't understand how this game works. I just started a new game a few days ago and currently 'my V' is stronger at a lower level than most of my previous games. I don't think anything has changed substantially with the latest patches...certainly not to the players' disadvantage. That being said, I always put extra points into Body...even netrunners need to pick up the Carnage and LMG from time to time. Later in the game [after Act 1] is the time to specialize, IMO. I see no sensible way for a netrunner to become very strong before hitting Konpeki Plaza.
